Sir Hugh is an internationally recognised policing consultant with an outstanding record of delivering organisational change in the most challenging environments.  He has a proven track record of managing and engaging in complex peace processes nationally and internationally, working across government to deliver lasting change, and has extensive experience in crisis management situations at the highest level.  He is a respected international speaker on leadership, negotiation in peace processes, terrorism, police ethics and policing.

Sir Hugh was a British police officer who was the Chief Constable of the Police Service of Northern Ireland from 2002-2009, and was the President of the Association of Chief Police Officers from 2009-2015.

Sir Hugh was awarded an OBE in 2001 for services to policing, and in 2005 he was knighted for his work.  In 2008, he was awarded the annual Leadership Award from the Police Executive Research Forum recognising his work in changing policing in Northern Ireland following the Good Friday Agreement in 1998.   In 2010 he was awarded the Queen’s Police Medal for services to policing.

Sir Hugh is a graduate of the FBI National Executive Institute. He holds a Degree in Public Administration, an honorary Doctorate in Civil Law from the University of Kent and an honorary doctorate in law from Ulster University, where he is a visiting professor.
